In other words, it basically changes nothing.

Testing is suspended for a year, but the limits are still in effect and penalties can be enforced retroactively.
How in the world can you sell something without testing it? It might be against the law, and without testing you’ll never know!
The only people this “stay” is good for are the trial lawyers that are going to start piling up pending lawsuits against everyone in the country.
*sigh*
